In this case the sheeps are in a pasture with a fence around. In your picture it wasn't visible. Have you ever seen an migrating herd. Three to four hundred sheep's come over an hill with snow. Great "event"!!
Meaning a wild herd not owned by anyone with wool streaming down and unkempt. Ooh yes - that would be a wonderful sight! I guess these two little fellas will need to be man-fed when the snow covers all.
