Even cows need license plates if you are going to keep track of their pedigree, innoculations and stuff. I knew there was cheese somewhere around here.

And as ilcuoco has already explained, and Conch elaborated, the ear tags are IDs for the cows. The analog to the hot iron branding one sees in US cowboy movies.
