Not altogether sure about the central military motif, but the working of the design makes me think of Scherenschnitte (Wiki link here), a type of paper-cutting art that arose in Switzerland and Germany in the 1500s.

I would not be too concerned about the similarity of the military motif to events during the 20th century. I have no doubt this illustration predates that considerably. You only have to note that the figure on the left is spinning ...
